Chapter One: Introduction

1.1 Background of the Study

Political violence has become a recurrent challenge in Nigeria’s democratic process, undermining electoral integrity and democratic consolidation. It manifests in various forms, including intimidation, voter suppression, destruction of electoral materials, and outright physical violence, often orchestrated by political actors seeking to manipulate electoral outcomes. Jega Local Government Area (LGA) in Kebbi State has witnessed incidents of political violence, particularly during election periods, raising concerns about the credibility and fairness of elections in the region. Electoral integrity refers to the adherence to democratic principles in conducting free, fair, and transparent elections. When political violence disrupts electoral processes, it weakens public trust in democratic institutions and fuels voter apathy.

Studies have shown that political violence is often driven by a combination of factors, including weak law enforcement, ethno-religious tensions, economic desperation, and the culture of political impunity (Abdullahi & Usman, 2024). Political actors frequently exploit these vulnerabilities to mobilize supporters for violent activities, either to intimidate opponents or to ensure electoral victories through coercion (Ojo & Hassan, 2023). In Jega LGA, like many parts of Northern Nigeria, reports of ballot snatching, clashes between rival party supporters, and targeted attacks on electoral officials have raised critical concerns about the legitimacy of electoral processes.

The impact of political violence extends beyond election day, as it creates a climate of fear, discourages political participation, and undermines the overall credibility of governance structures. Electoral violence also affects the post-election environment, leading to prolonged conflicts, litigation over disputed results, and further political instability. Addressing political violence requires a multi-faceted approach, including stronger law enforcement mechanisms, voter education, and institutional reforms to promote electoral transparency. This study aims to investigate the nature, causes, and consequences of political violence in Jega LGA, examining how it affects electoral integrity and proposing measures for mitigating electoral violence in the region.

1.2 Statement of the Problem

Despite Nigeria's democratic progress, political violence continues to undermine electoral integrity, particularly in volatile regions like Jega LGA, Kebbi State. Reports of election-related violence, including physical attacks on voters, destruction of polling units, and manipulation of electoral results, have raised questions about the credibility of elections in the area (Abdullahi & Usman, 2024). Weak enforcement of electoral laws, the use of political thugs, and ethno-religious rivalries have further exacerbated the problem, leading to widespread voter suppression and disenfranchisement. While previous studies have examined political violence at the national level, there is limited research focusing on its localized impact in Jega LGA. This study, therefore, seeks to fill this gap by investigating the causes and consequences of political violence in Jega LGA and its implications for electoral integrity.

1.3 Objectives of the Study

1. To examine the causes and nature of political violence in Jega LGA.

2. To assess the impact of political violence on electoral integrity in the region.

3. To identify measures for mitigating political violence and ensuring credible elections in Jega LGA.

1.5 Research Hypotheses

1.6 Significance of the Study

This study is significant as it provides a detailed analysis of political violence and its impact on electoral integrity in Jega LGA, Kebbi State. The findings will offer valuable insights for policymakers, electoral bodies, security agencies, and civil society organizations working to promote peaceful and credible elections. By identifying the root causes of political violence and assessing its consequences, the study contributes to the broader discourse on democratic governance and electoral reforms in Nigeria.

Additionally, this research will inform strategies for strengthening electoral laws, improving security during elections, and fostering political tolerance among competing parties. The study also highlights the role of community engagement and voter education in mitigating electoral violence. As political violence remains a threat to Nigeria’s democratic stability, understanding its dynamics in Jega LGA will help in developing targeted interventions that promote peaceful political participation and electoral credibility.

1.7 Scope and Limitations of the Study

The study focuses exclusively on Jega Local Government Area in Kebbi State. It examines the nature, causes, and consequences of political violence and how it affects electoral integrity. The research does not extend to other LGAs or states, and its findings are specific to Jega LGA. Limitations may include challenges in obtaining firsthand accounts from victims of political violence due to fear of reprisal, potential biases in respondents' perspectives, and difficulties in accessing official records on electoral violence incidents.

1.8 Operational Definition of Terms

• Political Violence: The use of force, coercion, or intimidation by political actors to influence electoral outcomes or suppress opposition.

• Electoral Integrity: The adherence to democratic principles in conducting free, fair, and transparent elections.

• Voter Suppression: Actions taken to prevent or discourage certain groups of people from participating in elections, often through intimidation or violence.
